How do you improve writing when time is short?

I want to become a better writer, but I also have many other things to finish every week. I have heard people mention pay someone to website content writing when they are very busy, but I still hope to improve on my own. What would you do if you had little time but still wanted to become a better content writer? Any simple advice would be helpful.
